In regular water. On the first day, you can add a couple of drops of milk (for a market portion of the bait). The wider and lower the tray, the better.
I am not familiar with flavor enhancers.
If they don't take from the water, try the feeder. Also, they don't always respond to a suspended feeder - it's better to load a 10-20 cc syringe with holes and place it on the bottom.

I bought 4 Helmonas with wheels from Marchenkov, threw them all into a 360L aquarium. After 3 days, relationship issues started. The result: two battered, two intact. I separated the battered ones into different aquariums and left the couple together. Everyone is eating, and the couple has been living together for the second month, soul to soul.

I received the last Helman in October, and he hadn't eaten anything and was also scared of his own shadow. I fattened him up with well-aged tubifex, and he devoured it for a week, getting better and better each day. Realizing that this wasn't his food and that I needed to stop with the tubifex, I got a new fish by that time, a pair of Hypatodus, and added them to his tank. Those guys ate everything from day one, and he started to try it too, initially reluctantly, but he took to frozen small artemia and became less skittish. After the quarantine, I distributed them among the aquariums.
