These boards do not have a clock; there is a countdown timer for when the relay will turn on and how long it will be on. There is no Arduino here, I have already mentioned that.

No, that's not correct! There is no clock on the board; if you need the relay to turn on every hour, set T1 to 60 minutes, and the countdown will start and repeat indefinitely. The delay time for relay T2 is set from 1 ms to 270 hours. We adjust the accuracy of the liquid filling in milliseconds. The pumps are like this. Every hour, the relay turned on for 15 ms, during which time the pump, powered by 12V, filled 1 ml.

3 pcs of relays at 6.5 each + 12V power supply for 100. 3 pcs of 12V power supplies for pumps at 80 each = 240, and three pumps at 100 each. Total - at today's exchange rate 1166.
