If you are on a budget, this issue cannot be resolved, as you need to lift water by 2-3 meters, or possibly all 4-5 meters, for which a high-pressure pump is required. Only Japanese Iwaki or German Abyzz can handle this, and perhaps Messner and ATK might manage, but it's not a cheap option (you can see the price levels in Europe at sewatec.de). I think a Chinese pump with high energy consumption is not a viable option. If the lift is up to 3 meters, you can try the Cicce MULTI 9000e. P.S.
