Ryuha is smart - he won't give bad advice. While the aquarium is maturing, you can set up the lighting. For now, what you have will be enough for the rocks. If the lamps are yellow, I'll give you something blue from T5, just 24 watts.

The setup will include a sump with a Durso overflow (ALTHOUGH IT MIGHT BE WITHOUT A SUMP, it all depends on who we will be housing). THERE WILL ALSO BE A HANGING FILTER. I would like to order a filter for an aquarium 60*35*25, preferably a hanging one or one that stands behind the aquarium, as I plan to start without a sump at first (there's a problem with space for the sump). Is it possible to make one, and what is the quality and, most importantly, the price? I haven't decided on the lighting yet, or I might take the SunSun 2 light fixture, SunSun HDD-800B, 2x24W T5. However, I am still inclined to have a custom one made with a timer and a computer for sunset and sunrise.

I swear I'm not doing it "on purpose"! BUT, I live in my own house and the water pressure is not "very low" at all, but rather "very high," and I don't use a pump.

I live on the 4th floor of an apartment, and regarding the autonomous heating, I see the following from the pressure sensor: with the heating off, the pressure in the heating system pipes is 2 bars when cold and 3.5 bars with hot radiators. As for the pressure in the water supply network, I don't know. I just don't want to miss out, so to speak; I will install it without a pump, but it might turn out that one is needed. What kind of average system can you recommend?

What’s there to worry about? You remove the shelf, add a back wall for rigidity. You glue the SAMPS with two compartments. Something like that.

Just preferably, it should have a real performance of pumping 6 times the display volume per hour (ideally).

In my opinion, it would be better to redesign the sump so that at least a 60-65 cm one can fit. Redesigning is easy. Doors are also needed; it won't look very nice to see the equipment after six months, as it will get dirty and won't be aesthetic. There's no point in making a sump sized 40x30; it's better to use an external filter, as you won't achieve better filtration with such a sump. In the external filter, you can place live rock. It's also advisable to have a pre-filter for fine mechanical filtration. Anti-phosphate can be placed either in the external filter or in a reactor.
