If the instructions say it's allowed, then it is allowed. If you don't want it to turn into a nitrate factory, remove the sponges, bio-balls, etc. You can fill it with anti-phosphate, charcoal, or nitrate remover. But if a sump is planned for the future system, then the filter is not needed at all.

Why not install it? I wasn't afraid to connect an external filter Atman to my aquarium while the sump wasn't there... Otherwise, the UV sterilizer can't be integrated into the system. On top of that, there's a hang-on skimmer Prism from Red Sea. The aquarium has been running like this for over a year, and nothing... The main thing is not to put anything unnecessary in the filter, but to use it for chemical removers (carbon, anti-phosphate, etc.).

Answers to your questions are easier to find on specialized forums... For example, I think a hole needs to be made for future drainage into the sump.

In principle, you can use an overflow for draining into the sump without drilling holes.
