No, it is not allowed. This is "salt with salt." Salt without salt is a special salt for the balling method. The choice is limited. I advised you correctly - it is indeed an excellent option. The price of such salt is dictated by the fact that it lacks the cheapest component, NaCl, which constitutes a significant part of regular sea salt. Baking soda can be used as a second component, but it is not recommended. It is better to use a pure product. Baking soda may introduce silicates.

If you need sea salt, just take regular Aquamedic or Tetra (it will be cheaper), and for increasing alkalinity, regular baking soda will do. P.S.
