What does "it will turn on sometimes, sometimes not" mean? The break between turning it on and the next time it turns on should be about 5-7 minutes. That is, if you turn off the light fixture and immediately turn it back on, it should not turn on.

I know that it needs to cool down before the next turn-on. It might not turn on at all, but after an hour, if you try again, it might work. What I'm most interested in is whether the lamp can somehow affect this.

Should the choke be checked? Is there a way to test the IZO? Could the lamp be the reason for such operation? It seems that the IZO is not providing a high-voltage pulse. Could it be lacking voltage?

This is a common issue. Remove the capacitor from the circuit with the lamps. Everything will work flawlessly.
