Earlier, the cheatomorpha was growing like crazy when the nitrate and phosphate levels were slightly above normal (now the phosphate is quite low, and the nitrate is within normal limits) - now it is growing very slowly and has become covered in hair algae. What are the options for getting rid of it, and could the cause be the phosphate (I heard somewhere that hair algae can thrive because of this)?

Remove phosphates, and the filamentous algae will go away.
