The main thing is water; if you have a reverse osmosis system, then there are no problems. First of all, tap water is not suitable; without osmosis, starting a marine aquarium is practically impossible. The first point is that the salt concentration must be regulated. The device is called a hydrometer (it measures the salt dissolved in water; the acceptable range is 1021-1026). The second parameter is a protein skimmer or foam separator. You can use hang-on filters with skimmers. As for the sump, it's an overflow system (I do not recommend modifying an existing aquarium).

A marine aquarium is unlikely to have such temperature fluctuations; you can use the lighting from the algae tank at night. 28°C is not critical; only SPS will grow faster.
