Is there really no one to take care of the aquariums? To let them get into such a state. Poor fish and corals are swimming half-alive. They have sharks in a relatively small aquarium for them (I think it's one ton). In the second photo, you can see that the water in the return compartment is running out, and there is no one to refill the evaporated reverse osmosis water. Such negligent treatment warrants firing all the staff and hiring people who genuinely want to work with animals.

How many years are needed for promotion? There shouldn't be any problems with investments and specialists either - just look up "Kharkiv Dolphinarium" in a search engine. This is not an "oceanarium" in a district center organized by a couple of enthusiasts on half a salary. By the way, dead fish could be removed from the aquarium before the arrival of visitors, most of whom are children.

It's sad... maybe try to go to them as a volunteer at least on the weekends... and through them, you could get some animals for yourself? It would be enjoyable for you and beneficial for the cause... and it would just be nicer for everyone.

We do not have all the information. When the dolphinarium was opened (it also houses an oceanarium), it was inaugurated by the city mayor and his entourage. Part of the funding for it came from the city budget, either partially or fully. It is possible that for the people working there, it is beneficial for the fish to gradually "disappear," providing a reason to bring in new ones, along with kickbacks, etc. Moreover, you know how much marine inhabitants cost. These are just thoughts out loud. Just consider, if people are investing such money in the oceanarium, I highly doubt they are novices in marine aquaristics, and they will not allow such a situation to happen.

Public aquariums have never been particularly beautiful. The staff there are often underpaid, and it's safe to assume they earn very little, if they are paid at all. We are well aware of this vicious practice; the primary culprits are the owners of these ventures, who profit from this nonsense, and who would invest their labor without any return?

You haven't seen Donetsk, I was there a year ago, the cyanobacteria (or beard) was 10-15 cm, the light was blasting from simple 1kW halogen lamps. The only thing I liked was the reef shark. And I was there last weekend, didn't even go in, just peeked - the same purple beard was visible from the sand. There were no SPS or LPS, I only remembered the huge sarcophytons from the soft corals. The fish were mainly zebrasomas, rabbitfish, and surgeonfish.
