These are bullet impact marks. The caliber is very small. That means it's a live birth! Apparently, there was a "shooter," which ended in a shootout. I suspect territorial disputes and a redistribution of spheres of influence. Someone couldn't hold back and fired in a fit of anger! File a report with the police. The district officer will come and sort it out!

No, there's no need to fight them; these are sea moss animals. Colonies of marine moss animals are very diverse in shape. In a marine aquarium, they are harmless and filter-feeding inhabitants, and many fish eat them in the aquarium. If they bother you and are on the glass, just sweep them away and that's it.
