It all depends on the aesthetic requirements of the comb and the available options. The simplest way is to make it from combs; you can cut it out with scissors from suitable plastic, or you can order laser cutting from acrylic. If you cut with a laser and use thicker acrylic, you can make the teeth narrow, which will improve the comb's flow capacity, and it should still be strong enough.

If you decide to do it well and from acrylic, I would just go with the link above; for a single production, it might turn out to be more expensive, and it's not guaranteed to look nice. But if it's for the sake of creativity, then you can get a bit creative.
